To provide a travel route generation device capable of easily creating a travel route having a curve, a travel route generation method, a travel route generation program, and an automation implementation system.SOLUTION: A travel route generation device 2A for generating a travel route of a construction machine comprises: a linear data acquisition unit 21 which acquires linear data of a road or a river; and a travel route generation unit 23 which generates the travel route on the basis of the linear data. The linear data contains a reference line shape indicative of a reference line in an extension direction of the road or the river. The travel route is represented by a set of coordinates at a passing point through which the construction machine passes. The travel route generation unit 23 has: a passing reference point setting unit 24 which sets a passing reference point at a prescribed interval on the reference line; a lane generation unit 25 which generates one or more lanes parallel to the reference line shape; and a passing point generation unit 26 which generates a pass point in a position on a lane corresponding to the passing reference point.SELECTED DRAWING: Figure 5
