To predict a congestion state including a movement of a moving object which is not originally controlled, and change a parameter to simulate the movement of the uncontrolled moving object in the case that a difference between an actual congestion state and a predicted congestion state is large.SOLUTION: A traffic management device of the present invention comprises: a congestion prediction unit that predicts a congestion state in an area in which a first moving object and a second moving object move based on movement demand information about a first moving object, the first moving object being a controlled object, and a result of simulating the movement of a second moving object that is not the controlled object, and changes a parameter for simulating the movement of the second moving object based on a difference between the predicted congestion state and a measured congestion state.SELECTED DRAWING: Figure 1
