To provide an optical axis adjustment device and an optical axis adjustment method with which it is possible to mitigate a problem of inadvertent stoppage with an optical axis facing upward or downward, and reduce the possibility that operation under execution of an apparatus used as a short-circuit destination cannot be properly executed.SOLUTION: An optical axis adjustment device 1 comprises: a short-circuiting determination unit 80 that, when a difference between a calculated voltage value of a voltage signal transmitted to a leveling actuator 100 and a detected actual voltage value does not fit within a prescribed value, determines that a short-circuit has occurred in an analog voltage signal line L; a prohibition unit 91 that prohibits transmission of a voltage signal corresponding to an inclination angle of a vehicle when occurrence of the short-circuit is determined by the short-circuiting determination unit 80; an identification unit 81 that identifies an apparatus used as a short-circuit destination; and a return instruction unit 92 that, when the apparatus used as the short-circuit destination identified by the identification unit 81 is determined to be in a non-operating state, instructs transmission of a voltage signal for an optical axis of a lighting fixture to be adopted as a reference position, in preference to prohibition of transmission by the prohibition unit 91.SELECTED DRAWING: Figure 1
