To provide a satellite control parameter derivation device capable of determining a preferable orbit of a debris removal satellite at a low cost.SOLUTION: Orbit optimizing means 75 is configured to: perform determination of a predetermined objective function and orbit optimization of a debris removal satellite, using, as inputs, an orbit and risk of debris that is a candidate for collection target, a current orbit of the debris removal satellite and an attitude of the debris removal satellite in the orbit; and derive control parameters of the debris removal satellite that are a date and time of orbit switching, speed change of the debris removal satellite in each orbit switching, and a position of collection target debris at an arbitrary time point.
