To provide a rubber composition for tires which is excellent in wet performance and on-ice performance when formed into a tire, a studless tire produced using the rubber composition for tires, and a method for producing a polyurethane foam used in the rubber composition for tires.SOLUTION: The rubber composition for tires contains 100 pts.mass of a diene rubber, 30-100 pts.mass of a filler containing at least one selected from the group consisting of carbon black and a white filler, and 1-30 pts.mass of a polyurethane foam containing cellulose fibers.
