To make it possible to carry out an appropriate cooperative operation according to a task situation even when an unmanned aircraft works together with an operator to carry out a task.SOLUTION: A traffic management system comprises: a communication unit that communicates with a terminal device; a position detection unit for acquiring positional information including altitude; a camera that captures an image, an action determination unit that determines whether to execute any one of a plurality of assumption works which has been set up in advance; and a cooperation determination unit that determines whether an assumed work includes a cooperative work, which is a work performed by people, and that transmits an instruction regarding the cooperative work to the terminal device by the communication unit when it is determined that the cooperative work is included. The action determination unit acquires an attribute of a target object contained in the image; further, acquires a target object position, which is a position of the target object, from the image and the positional information; and determines an assumed work to be performed based on the attribute and the target object position.SELECTED DRAWING: Figure 5
