To provide a layered cooperative control system and method that take into account a target of synchronous operation of the entire virtually composed train, and plan and manage control behaviors of all train units in a unified manner, and greatly improve tracking efficiency of the virtually composed train.SOLUTION: An electronic map processing module in a layered cooperative control system queries railway line information for the entire train operation route on the basis of train operation plan information, and forms railway line operation data for virtually composed trains. A recommended driving curve planning module considers the virtually composed train as a whole and cooperatively plans recommended driving curves of all train units in the virtually formed train on the basis of the railway line operation data of the virtually composed train. A real-time tracking control module controls the train units to operate according to their respective recommended driving curves on the basis of the railway line operation data of the virtually composed train, and achieves a target of synchronous operation of the virtually composed train.SELECTED DRAWING: Figure 1
