To improve a technique related to collision avoidance in road traffic.SOLUTION: A traffic monitoring device according to the present disclosure includes a communication unit and a control unit. The communication unit is configured to obtain movement information pertaining to movement of a plurality of moving bodies including vehicles and to communicate with the vehicles. The control unit sets an exclusive area around the moving bodies based on the movement information, and generates a notification to be sent to a specific moving body when the exclusive area around a specific vehicle overlaps with the exclusive area of the moving body other than the specific vehicle.SELECTED DRAWING: Figure 6
