To provide a rubber composition for an inner liner which can improve the ratio of sustainable materials of a pneumatic tire while maintaining conventional performance, and to provide an inner liner to which the rubber composition is applied.SOLUTION: The rubber composition for an inner liner contains a rubber component (A) containing a butyl-based rubber (A1), at least one resin component (B) selected from the group consisting of terpene-based resins and rosin-based resins, and a plant-derived polyamide (C).
