To more smoothly perform ship navigation.SOLUTION: A navigation support device has: a first determination part for determining a first course that is a course enabling navigation with respect to a second navigation disturbance zone generated in a case where a course of a counter ship is veered at a first angle as a course of own ship, when there is the course of the own ship with respect to a first navigation disturbance zone indicating a collision risk-generating area, and there is a relation of meeting of the counter ship with respect to the own ship or a relation between meeting and crossing of the counter ship with respect to the own ship; a second determination part for determining the course of the own ship as a second course that is a course toward a third navigation disturbance zone, when the own ship is navigated onto the first course based on the first course until reaching the third navigation disturbance zone generated in a case where the course of the counter ship is veered at a second angle larger than the first angle; and a third determination part for determining the course of the own ship as a third course that is a course in an azimuth direction toward a destination, when a veering angle in a case of veering with respect to the destination of the own ship is smaller than an angle toward the second course.SELECTED DRAWING: Figure 1
