To grasp a relationship between an ambient vehicle, with which an object vehicle is performing inter-vehicle communication, and an ambient vehicle detected by an own sensor of the object vehicle.SOLUTION: A vehicle management device includes: an opponent vehicle information receiving unit that receives absolute position information, attribute information, and inter-vehicle surrounding information from an opponent vehicle of inter-vehicle communication; an inter-vehicle surrounding detection unit that identifies surroundings between two vehicles from absolute position information on an object vehicle and the absolute position information on the opponent vehicle, and detects inter-vehicle surrounding information on the object vehicle using a sensor installed in the object vehicle in the identified surroundings between two vehicles; and a vehicle relationship information generation unit that generates vehicle relationship information signifying a relationship between the opponent vehicle and a detected vehicle, which is detected based on the inter-vehicle surrounding information on the object vehicle, on the basis of the inter-vehicle surrounding information on the object vehicle, and the attribute information and inter-vehicle surrounding information on the opponent vehicle.SELECTED DRAWING: Figure 1
