The on-vehicle device includes a collecting unit for collecting sensor information detected by a sensor on the vehicle, a transmission unit for transmitting the sensor information collected by the collecting unit, to the server via a communication line, a reception unit for receiving data including a line speed of the communication line in an expected traveling area of the vehicle, from outside of the vehicle, a line management unit for determining, as a predicted line speed, the line speed of the communication line at an expected traveling position of the vehicle in a future, on the basis of the data received by the reception unit, and a control unit for determining a parameter relevant to transmission of the sensor information collected by the collecting unit to the server, on the basis of the predicted line speed.
