A control unit (12) identifies an accident-occurrence predicted communication apparatus (30) disposed in an “accident-occurrence predicted vehicle” which is vehicle regarding which there is a high probability of it causing an accident among the communication apparatuses (30-1 to 30-N) based on the location of each communication apparatus (30) acquired by the acquisition unit (11). The transmission unit (13) transmits a “warning message” to the accident-occurrence predicted communication apparatus (30) identified by the control unit (12) via the base station (20).
