Methods, systems and apparatus are disclosed for conducting background filtering on LiDAR sensor data. In some embodiments, a computer processor of a computer receives raw LiDAR sensor data from a roadside LiDAR sensor, decodes the raw LiDAR sensor data into 3D distance data, azimuth angle data and vertical angle data, and then generates a background table of datapoints utilizing the azimuth angle data and elevation data. The process also includes the computer processor comparing the 3D distance data to the datapoints of the background table, determining, based on the comparisons, static background object datapoints, and discarding the static background object datapoints. In implementations, the computer processor determines target datapoints based on the comparisons, and then stores the target datapoints in a storage device.
