A fleet management system coordinates a fleet of vehicles to provide a ride service to users. The fleet management system can receive queue ride requests, which allows a user to join a virtual queue of riders seeking rides from a particular geographic area, such as an airport or an area around a venue. A user can submit a queue ride request before the ride is needed (e.g., when the user's flight lands at an airport), and the fleet management system can place the request in a queue based on the order in which the request was received. The fleet management system may then assign a user to a particular AV when the user is ready for the ride (e.g., when the user has reached the pickup location), and based on the user's position in the queue.
