The device includes an encoding unit that has a plurality of encoding modes and encodes the battery data into encoded data, a mode selection unit that selects any one encoding mode from the plurality of encoding modes, and a transmission control unit that transmits, to a battery management device, the encoded data in the encoding mode selected by the mode selection unit, and receives, from the battery management device, reception information on the transmitted data. The mode selection unit selects, when the previous transmission data communication is abnormal according to the reception information from the battery management device, as the encoding mode for the transmission for this time, the encoding mode in which the past battery data is not used in decoding.
