An optimal route derivation server for deriving an optimal route of a ship comprises: a storage unit that matches ocean data including wind, wave heights and currents, for each time and location included in sailing data for each sailing acquired from a ship automatic identification device installed in a ship, and stores the matched data; a corrected ship speed derivation unit that derives, for each sailing, a first corrected ship speed in which the influence of currents is excluded from the speed of the ship, and derives a second corrected ship speed in which the influence of wind at each location is considered on the first corrected ship speed, and a third corrected ship speed in which the influence of waves at each location is considered on the first corrected ship speed; a speed down curve derivation unit that derives a first speed down curve with respect to wind and a second speed down curve with respect to waves, on the basis of the basic speed of the ship, the second corrected ship speed, and the third corrected ship speed; and a route determination unit that derives an optimal route for the ship using a ship speed reduction algorithm to which the first speed down curve and the second speed down curve are applied.
