The development driving force of emergency response industry for hazardous chemicals accident at sea mainly comes from large-scale marine accidents. The collision and sinking of “Sanchi” in 2018 is the first accident in the world shipping history in which an oil tanker carrying “condensate” was collided and caught fire. Due to the continuous volatility and flammability of condensate, rescue is relatively difficult. In addition, the oil film continued to spread on the sea, and the difficulty of control and cleaning is relatively high. All of these lead to a greater impact on human life, environment and economy, which has sounded an alarm for China's emergency response ability of hazardous chemicals accident. In this paper, based on the background of hazardous chemicals accident at sea, the basic principles of rescue helicopter participating in such rescue missions are discussed, and the relevant suggestions for the development of the industry are put forward.
