In this paper, we consider the downlink subcarrier and power allocation problem with fractional resource usage model for OFDM networks, where the allocated number of resource blocks (RBs) is fractional by time division. The sum transmit power, sum transmit rate and sum energy efficiency problems with fractional resource usage in a single-cell system are investigated. The sum transmit power and sum transmit rate problems are proved convex and the solutions to the KKT conditions are also provided, while sum energy efficiency problem can be solved by the Dinkelbach Method. We propose the fractional resource usage allocation scheme for actual systems and modify the rate demand constraint with scale coefficient for sum transmit power problem in a multi-cell system in previous study. Simulation results show that systems using the fractional resource usage allocation scheme have a good performance for both single-cell and multi-cell cases when the coherent time of the system is large.
