To limit the risk of many large cruise ships berthing and unberthing simultaneously, to ensure the safe operation of ships, and to improve the efficiency of terminal operations, suitable safety measures must be made. Using Songyou Wharf as an example, a dynamic assessment model based on the Fuzzy Inference System (FIS) is established to achieve the dynamic quantitative assessment of ship berthing and unberthing hazards by studying the wharf’s status, analyzing the natural environment and channel environment from many perspectives. A simulation test of multiple large cruise ships berthing and unberthing was carried out based on actual ship test data. The key technology of multi-ship simultaneous berthing and unberthing operations was assessed, and relevant safety measures were put forward. Studies have shown that multi-ship simultaneous berthing and unberthing operations under limited conditions are safe and the risks are controllable.
