We have built a precession Gaussian beam measuring setup to provide ultimate characterization of sub-mm Gaussian optics for the heterodyne instrument of the "Herschel Space Observatory". The measuring range uses advanced scalar measuring techniques, with scanner and cryogenic receiver under test all in vacuum. In this paper we describe technical details of the system, analysis of the system accuracy and the results of measurements (the latter to be presented at the conference).
