Refractive index modulation in endlessly-single-mode photonic crystal fiber by CO/sub 2/ laser irradiation without surface-deformation is experimentally confirmed with a value of 1.68/spl times/10/sup -3/ for the first time, which is contributed by mechanical stress relaxation in fiber.
