The vehicle routing problem of semi-open multi-distribution center with time window is studied. Aiming at the needs of regionalized, multi-batch and small-batch logistics and distribution, a multi-depot semi-open cross-regional joint distribution model is established. The model also considers the number of vehicles in each distribution center and the constraints of working hours and introduces vehicle leasing on the basis of vehicle sharing in multiple distribution centers. While ensuring the reasonable working time of employees, it can effectively formulate vehicle scheduling plans and car rental decisions for each distribution center. From the perspective of customers, a penalty function based on soft time window is introduced into the objective function, which satisfies the dual requirements of customers for service time and delivery quality. A balance point is established between distribution cost and service level, and the inverse relationship between distribution cost and service quality is resolved.
