Microtransit is a promising solution to the recent challenges faced by the public transit sector in the post-pandemic era. Following previous research that points out the importance of considering travelers with strict arrival time constraints (e.g., for work-related commutes and medical appointments) in microtransit operations, we design a new vehicle scheduling framework that explicitly considers both time-sensitive and flexible passengers and formulate the corresponding variant of the dial-a-ride problem. To efficiently solve this problem, we derive several valid cuts and employ the branch and cut algorithm. The case study based on Chicago data demonstrates that the microtransit service with time-sensitive and flexible travelers can effectively save vehicle mileage and user expenses compared with the ride-hailing service and the microtransit service without considering time flexibility.
