This paper describes the functionality of the developed simulation system "Inter-district Road Traffic". The modeling of traffic flows on a city map divided into districts has been considered. To solve the problems of traffic optimization and the placement of traffic objects, a two-stage model has been selected, including the matrices of correspondence between districts and traffic distribution along the routes of the transport network. The first block of the two-stage model has been calculated numerically using the Sinkhorn algorithm. The second block has been calculated using the universal method of similar triangles. The developed modeling tool can be used to solve traffic optimization problems in an urban environment - to find optimal traffic in the city between districts, taking into account the location of houses, the intensity of flows, the distribution of flows along routes and other additional conditions. When developing the application, the open source React library has been used to create user interfaces, and D3 (an open source JavaScript library for data visualization) has been used to visualize graphs and work with data.
