Summary form only given. One of the primary driving requirements for optical modulators is low drive voltage. At the same time the development of velocity matched traveling wave modulators in LiNbO/sub 3/ and other materials has provided large available bandwidth. This paper explores the limits of reducing drive voltage by maximizing the interaction length of velocity matched traveling wave LiNbO/sub 3/ modulators, and introduces a new device; a reflection, traveling wave Mach Zehnder interferometer.
