Aiming at the configuration of tugboats in Xiamen port, this paper establishes a weighted multi-objective optimization model of tugboat scheduling. The optimization objectives are ship waiting time and tugboat operating cost, and the genetic algorithm is used to solve the model. Experimental results show that the scheduling model can effectively reduce the waiting time of the arrival ship and the waste of the tug's horsepower. On this basis, an elite set is added to improve the genetic algorithm, which improves the convergence speed and global optimization ability of the algorithm, thus shortening the execution response time of the algorithm in the process of scheduling optimization.
