The deployment of the Automatic Dependent Surveillance Broadcast (ADS-B) capability in the National Airspace System (NAS) has given relevance to the question of how to achieve registration between ADS-B position data and legacy radar positions for the same aircraft. Here we present a solution to the radar to ADS-B registration problem and provide detailed results of the robustness and accuracy performance of the algorithm. The Precision Radar Registration, or PR2, is an accurate and fast registration algorithm that uses ADS-B targets as a trusted source of geo-referenced positional information to compute biases in reported radar positions.
