Cognitive dual satellite system, where primary and secondary satellites transmit data on multiple spot beams on the same sub-channel is investigated. To be specific, overlay mode of operation is proposed in which the secondary satellite acts as a relay for the primary satellite while simultaneously transmitting its data. Non-orthogonal multiple access (NOMA) precoding along with multi-resolution broadcasting is proposed for the secondary satellite. The NOMA precoder exploits the correlated channels and it can be used to transmit the data of both satellites for the users in each spot beam. The achievable data rates at both primary and secondary satellites are characterized. The overlay mode based cognitive dual satellite system is shown to achieve better sum-rate than the interweave mode based cognitive dual satellite system.
