With the case of a wreck salvage operation off the coast of China, several key issues of oil pollution prevention program for wreck salvage operations are analyzed, which include leakage risk of residual oil, oil spill sphere of influence under the water and on the water surface, and proper oil spill emergency actions, etc. In this case, according to the scheme of wreck salvage operation, quantity and characters of residual oil, natural conditions nearby the location of the wreck and etc., the simulations and analysis are carried out to predict oil movement and dispersal behaviors in the two stages of underwater and surface. Then proper oil spill emergency preparations targeted to oil behavior are drafted, which include avoiding oil spill accident, controlling spilled oil and defending sensitive target, recovery, and clearing, monitoring.
