There is considerable research and development going on in the field of traffic management across jurisdictional boundaries and the sharing of information. External system owners are keen to adopt standard systems and solutions. The task for the urban traffic management and control (UTMC) community is to ensure that the UTMC standards are relevant for external users and are not pre-empted by other developments. There is currently a limited need for real-time data exchange, or direct control of external system owner's equipment. For distributed systems not requiring real-time data exchange, object oriented architecture is becoming the standard, of which CORBA is an example. Adoption of CORBA would provide strong support for interoperability with national, regional and external systems. Where real-time data exchange/direct control of external equipment is required other (existing) standards will need to be applied. Institutional issues can be the most difficult to solve successfully. Procedures are required to obtain and maintain the active cooperation of all the personnel involved, including formal inter-agency agreements or contracts. Compatible geographical location systems are essential if different systems are to exchange meaningful information. To support continued use and integration of legacy systems provision of location conversion/cross-referencing systems is required.
