some urban corridors see serious congestion during rush hours, but travel time is still predictable; while others may not suffer from heavy congestion but exhibit high travel time unreliability. The latter case usually makes motorists more frustrated. Moreover, empirical studies show that the level of unreliability varies over time of day. Using the collected travel time and travel speed data, this paper aims to build a time-dependent travel time reliability inventory for major urban corridors in the Houston metropolitan area.
