Shaping the National Airspace System for the 21st century requires a clear understanding of the goal to be acheived as well as a firm grasp of the improvements which must be made to acheive that goal. This paper provides a description of the characteristics of a modernized NAS, the goal of current improvement efforts, as well as a description of the improvements that must be made in each functional area to provide the characteristics described.
