Multi-modal transportation can improve the efficiency comprehensive transportation, promote energy conservation and emission reduction, and promote high-quality development of transportation. On the basis of complete infrastructure of various transportation modes, it is necessary to achieve effective connection of various transportation modes in the comprehensive transportation network. When planning a comprehensive transportation network, it is advisable to consider the willingness of users to travel by various combinations of transportation modes. Meanwhile, relevant departments should provide alternative transportation mode combination facilities for users. A two-level programming model is proposed to optimize the comprehensive transportation network, considering both the dimensions of road network planners and users. The upper level model considers the optimization goal of maximizing the transportation efficiency of the entire comprehensive transportation network from the perspective of road network planners. The upper level model considers the transportation capacity of channels and the processing capacity of hubs. The lower level is a traffic flow allocation model that describes user path selection behavior. The lower level model combines mode division and transportation allocation stages. The proposed two-level programming model is solved using genetic algorithm. The feasibility of the proposed model and its algorithm has been demonstrated in a practical example. It is proved that the proposed model could improve the transportation efficiency of the comprehensive transportation network and save users' generalized travel costs.
