The steady increase of traffic demand over the past decades has led to a high rate of congestion and traffic accidents on many parts of road networks. It is essential to solve traffic congestion and traffic accidents. Variable speed limit control is an effective method to relieve traffic congestion, improve traffic safety and steady traffic flow. In this paper, we propose a novel variable speed limit control method based on immune particle swarm algorithm. The algorithm can maintain the balance of vehicle speed. It also can alleviate the occurrence of traffic congestion and steady traffic flow. Immune-based particle swarm algorithm for variable speed limit control provides a new approach to solve the unbalance of the speed and avoid traffic accidents.
