Emergency supplies transportation is a key issue during the epidemic period of COVID-19. Considering the potential of high-speed passenger trains to carry time-sensitive goods, this paper studies the transport scheme design problem for emergency transportation to meet the demand in time limit. To address this problem, we develop a multi-commodity flow model based on feasible paths in a space-time network structure. And a modelling method is proposed for $k$ shortest paths generation. The proposed models consider the timeliness of emergency logistics and the characteristic of railway freight transportation. A numerical example is given to test this method. Results show that the model and method are effective and efficient.
