Vehicular ad hoc networks have several distinctiveness such as high mobility, dynamic traffic and time-bounded message dissemination when compare to other ad hoc networks. Nowadays urban traffic congestion becomes major issue due to increase of vehicles that lead to more delay, accidents, traffic violations and high fuel consumption. In this paper, a Traffic Congestion Control has been proposed which focuses on two approaches such as traffic congestion detection and avoidance to regulate the traffic flow in urban area. These approaches work based on the concept of sliding window and flow density relationship theory to reduce the time delay in traffic congestion control mechanisms. The implementation is done in ns2 and the results are analyzed based on different traffic scenarios which prove efficiency of the framework.
