In recent years, typhoon disasters have frequently struck China, causing significant losses in coastal areas. To address the urgent issue of material demand during typhoon disasters, this paper comprehensively summarizes and analyzes the factors influencing the number of emergency resettlers post-typhoon. Utilizing an enhanced case reasoning method, we developed a typhoon emergency prediction model to estimate the number of evacuees and resettlers following a disaster. By integrating safety stock theory, we indirectly predict the demand for emergency supplies during typhoon disasters. Experimental results demonstrate that the model achieves high accuracy and can provide a theoretical foundation for typhoon emergency rescue operations.
