In response to the increasingly serious problem of automobile exhaust pollution, many cities have introduced traffic restriction policies. Under the conditions of traffic restrictions, the transportation efficiency of construction waste can be improved, the impact of construction waste on the transportation process of recycling and non-recycling waste transportation is reduced, the transportation efficiency is optimized, and the transportation route of urban construction waste is optimized. In this paper, an extensible co-evolutionary algorithm (ECEA) with the lowest energy consumption is proposed based on the urban road operation characteristics and traffic restriction policy. The transportation model is optimized by this algorithm, and the construction waste transportation path with balanced vehicle load at the transportation cost is obtained. Finally, taking a district in Zhengzhou City as an example, the transportation route of construction waste in this area is optimized. The experimental results show that the algorithm can shorten the travel practice and improve the transportation efficiency.
