Summary form only given. In many applications, it is important to know whether the first derivative of spectral phase (FDSP) of an optical pulse is independent of frequency. In this paper, we propose an inverse transform-limited (ITL) criterion and measure the RMS FDSP by a simple method, and we find an inequality that is more precise than the Heisenberg's Uncertainty Principle.
