This synthesis report will be of interest to individuals with state transportation departments and with district and local agencies involved directly or indirectly with safety analysis in highway jurisdictions, as well as to contractors undertaking safety analysis and associated work with them. Highway safety analysts in many countries around the world might also find this synthesis useful. The focus of this report is on the type of safety analysis required to support traditional engineering functions, such as the identification of hazardous locations and the development and evaluation of countermeasures. Analyses directly related to driver and vehicle safety are not covered, but some statistical methods used in these areas are of relevance and are summarized where appropriate. This TRB report is being coordinated with NCHRP Project 20-45, which is developing a website manual directed at providing guidance on the application of basic statistical tools in transportation research and information about the website is provided.
