The response probability density function (pdf) technique adapted here uses the pdf's of the variables governing both the air traffic loadings of stress and the terminal airspace design configurations sensitivity or strengths. The technique is proposed as a method which may be used to predict the relative level of safety and collision risk for TCA design configurations and air traffic loadings. For the first time, a strong relationship was found between near midair collision reports and midair collisions for annual operations within the fifty states. Operations, airports and airspace area were found to relate to these criteria of safety and provide useful interactive predictor equations.
