The study addresses the mass transportation needs of the Virgin Islands (St. Thomas, St. Croix, and St. John Islands) as well as means to reduce the traffic congestion and improve parking in the urban centers. The report documents the major findings and recommendations of the study. Traffic improvement plans are charted-out along with recommended plan costs.
