The objectives of the study are to: provide a current, comprehensive, and accurate data baseline of railroad economic activity and energy consumption; describe planned and postulated expansion and the time frame of future developments; identify research and development needs related to improvements in energy utilization; and provide data that the Federal government may use to determine its future role. Volume I comprises a summary; a history of the railroads that provides historical perspective for the current structure and practices of the industry; a description of the freight railroad industry, facilities, and equipment; a description of freight railroad costs and how they vary with the volume and nature of activities; and a discussion of energy use by freight railroads.
