The Federal Aviation Administration's (FAAs) low data rate voice coder/decoder (CODEC) evaluation and demonstration program is summarized. This program will assess the performance and operational characteristics of low data rate voice digitizing equipment in an aeronautical satellite link environment for air traffic control (ATC) applications. A concern of the FAA is to achieve acceptable voice performance for ATC in the most efficient manner. The FAA will recommend a low data rate voice CODEC standard for inclusion to Aeronautical Mobile Satellite Service (AMSS) voice communications based on the program results.
