The Navy's Military Sealift Command charters more commercial cargo-carrying ships than needed for normal peacetime operations to ensure quick-response sealift capability in military emergencies. However, the Maritime Administration recently upgraded its National Defense Reserve Fleet. Now a number of Government-owned cargo ships are available to meet these quick-response requirements. The Navy could save millions of dollars annually by relying on this alternative source of reserve capability.
