This report describes a simulation effort for the evaluation of interim control procedures that were developed to serve a proposed Instrument Landing System (ILS) installation on runway 13L at Kennedy International Airport and a proposed ILS installation on runway 13 at LaGuardia Airport without major revision to the total Metroplex. The simulation was conducted using the model B dynamic air traffic control simulator. Two plans were tested, using four different runway combinations, for the purpose of determining the more efficient procedures. It was concluded that both plans are considered to be equally efficient as interim control procedures. It was recommended that consideration be given to using these interim installations in the New York Metroplex. (Author)
