Safety is integral to all planning for Northeast Corridor (NEC) Improvements. In mandating the development of a master plan for a coordinated program of improvements, the Amtrak Authorization and Development Act of 1992, Section 708(7) required 'an assessment of long-term operational safety needs and a list of specific projects designed to mazimize operational safety.' The Plan, covering improvements in the territory from Boston to New York, is oriented around the need to provide for the anticipated rail traffic in the year 2010.
