The purpose of this thesis was to determine the cost-effectiveness of current Royal Australian Air Force policy for the movement of personnel on temporary duty (TDY). TDY travel within the RAAF is undertaken through the use of RAAF scheduled air services. This mode of travel is considered a 'no-cost' means of moving personnel. Personnel travelling on TDY seldom travel by other modes of transport such as road, rail, or commercial air. Present RAAF policy requires that travel be by the most economical means, but by service air if practicable. This study uses three research hypotheses to test the cost-effectiveness of this current policy when compared to a policy where everyone travels by commercial air when going TDY. Two costs are used to make this comparison; the opportunity cost of productive time lost when travelling, and the cost of providing the air service. The methodology used to make the comparison consisted of a simulation model to estimate the opportunity cost of each policy over 72 primary travel routes, and the total cost of each policy for the same routes. The calculation of the cost of providing the military air services was made using the methodology the USAF apply to calculation of ASIF cargo and passenger rates.
