This report describes the State of Wisconsin's experience in planning and implementing a joint purchase program for Insurance of transit systems in the State. The report goes into a fair amount of detail about the formation of the Wisconsin Municipal Transit Insurance Commission, which was the vehicle for implementing the joint purchase plan. Described are the collection of statistics on selected transit properties, establishment of the legal framework for the Commission, preparation of insurance bid specifications, and analysis of proposals from insurers and agents. The report should be especially useful to state-level officials with transit responsibilities, and individual transit properties.
